AUSTIN (KXAN) — A late-season cold snap blows into central Texas on the heels of strong to severe thunderstorms late Thursday night.We wake up Friday morning with temperatures in the lower 40s and northerly winds howling at more than 30 miles per hour. A Wind Advisory may be issued Friday by the National Weather Service. Wind chills early Friday drop below freezing in some areas.Forecast wind chill temperatures Friday morningCold, cloudy weather lingers through the weekend into early next week. Freezing temperatures are possible only in the coldest Hill Country communities through Monday morning, though they will not fall as cold as the 20s, nor will they be widespread. Editor’s Note: The video above shows KXAN News Today’s top headlines for March 15, 2023.AUSTIN (KXAN) — Dead fish are littering the shoreline of Shoal Creek in central Austin, and several others were spotted floating in the water Tuesday, according to photos from a KXAN viewer. The water in the creek has also turned green in spots. Officials tell KXAN it's because of a water main break.The TCEQ Austin region said it learned about a water discharge into the creek on March 14. A 12-inch water main broke near Shoal Creek Boulevard and Bull Creek Road. TCEQ crews responded to the area on March 15 and noted the dead fish and unclear water conditions.Crews repaired the pipe on the morning of March 15. PFLUGERVILLE, Texas (KXAN)-- The Pflugerville Police Department is seeking the public's help in locating a missing disabled man, according to a tweet from Pflugerville PD. Pa Albert Gallegos, 32, was last seen March 5 in Travis County, police said.Gallegos is described as a Hispanic man, 5 feet 6 inches tall, 142 pounds, with black hair and brown eyes, according to police. He was last seen wearing green cargo pants and a gray shirt, police said. Gallegos also has tattoos on his chest and right arm. AUSTIN (KXAN) — Legendary comedian and actor Cheech Marin came to Austin this week to "chill," but his idea of relaxing involved a whole lot of work. Not only did he sit for an extended conversation about art at the South by Southwest Festival, but he also premiered one of the four movies he has coming out this year. Marin is best known for the comedy films he started making in the 1970s as part of the duo "Cheech and Chong." His resume now features more than 70 films and dozens of TV shows. That's not all, though. He also worked on music and lends his talents to video games, theme parks, books and art. People might not know, though, that Marin is an extensive art collector and is recognized as one of the preeminent advocates for Chicano art. AUSTIN (KXAN) – Second gentleman Douglas Emhoff spoke Wednesday at South by Southwest about equal rights, his relationship with Kamala Harris and the Dobbs decision that overturned Roe v. Wade. Emhoff said when the U.S. Supreme Court overturned Roe v. Wade, Harris called him and said, “Dougie, they finally did it,” he recalled. Emhoff said what has come in the wake of the ruling in states like Texas is “unacceptable.”“We have fundamental rights that we fought so hard for that woman like my mother and so many others fought so hard for to be snatched away by a court. It's totally unacceptable,” he said. AUSTIN (KXAN) -- Austin City Council is expected to sign off next week on emergency construction contracts for the Pecan Gardens shelter -- formerly the Candlewood Suites hotel -- and the Northbridge shelter, with a price tag of half a million dollars. According to council documents, Belfor USA Group, Inc. responded to both of the locations for water damage. They're owed $510,312, nearly $80,000 of which will come from the Capital Improvement Program budget and the remaining funding from Austin Public Health's capital budget.Pecan Gardens shelterAccording to documents, staff found the Pecan Gardens property had been vandalized on May 9, 2022. The vandalization resulted in pipes being cut or broken which led to "extensive water damage in multiple rooms and hallways." A Ramsey County District Court judge has approved the appointment of Francis Miley to fill a vacancy at the helm of the Otto Bremer Trust, one of the state’s oldest philanthropies, over the objection of former trustee Brian Lipschultz.On Feb. 16, 2023, the two trustees of the Otto Bremer Trust announce they have appointed attorney Francis M.
